Ontario Ministry of Training, Colleges and Universities

The Ontario Ministry of Training, Colleges and Universities requires that "[p]rograms of instruction include, … , the applicable outcomes for essential employability skills" (Ministry of Training, Colleges and Universities, "Binding Policy Directive," Framework for Programs of Instruction. Issued April 1, 2003; revised April 1, 2005.)

As the Framework for Programs of Instruction points out, "[t]he teaching and attainment of these Essential Employability Skills (EES) … are anchored in a set of three fundamental assumptions:

  • These skills are important for every adult to function successfully in society today.
  • Our colleges are well equipped and well positioned to prepare graduates with these skills.
  • These skills are equally valuable for all graduates, regardless of the level of their credential, whether they pursue a career path, or they pursue further education."

(Ministry of Training, Colleges and Universities, "Appendix B: Essential Employability Skills," Framework for Programs of Instruction. Issued April 1, 2003; revised April 1, 2005.)

Whether the program of instruction is covered by a Program Standard or not, the EES learning outcomes remain the same. A list of the eleven EES learning outcomes, as presented in the Framework for Programs of Instruction can be found on the following Ministry of Training, Colleges and Universities web page:
